What has not happened yet is listed with the same weight as what has. Where two documents disagree, the disagreement is shown, not resolved.

Reported by Patch Long Beach in September 2026. Each is marked by what the public record can answer today, not by what anyone believes.
How were the agreements reached?
In public. The Board of Harbor Commissioners approved the lease as resolution HD-26-258 at its 2026-05-26 meeting, on the published agenda, with video on the Port's public archive. The Port filed a CEQA Notice of Exemption for the tenant improvements. The Port and the Maritime Administration signed a nonbinding memorandum of cooperation on 2026-07-22, announced by both parties, which officials stated commits neither to purchase or adopt any reactor.

What about the risk of capsizing?
No public filing found addresses it. The only document on file concerns a non-fueled prototype and warehouse improvements. The Coast Guard and the NRC signed a 10-year memorandum on 2026-06-23 establishing how civilian floating reactors will be overseen; that framework exists, but no application under it has been filed.

What about severe weather?

How will radioactive waste be handled?
No public filing found addresses it. The environmental notice on file states that no nuclear fuel is used at the site, and that nuclear-specific testing occurs at Idaho National Laboratory. Nothing on file describes a fueled system.

Who built this
Great Breads Studio is a design and technology studio in Harlem, New York. It designs and engineers systems for founders, brands, and public-sector clients, and builds its own software alongside brand, web, and editorial work.
The studio builds read-only records over regulated processes: a supplier qualification board for a utility's diverse-supplier program, a compliance board for controlled material moving between licensed sites, a marketing procurement board that shows which steps ran through the system of record. This page is the same idea pointed outward, at a public that has been told to trust and would rather check.
